The National Agency of your country has surely sent you some comments on your not approved project. Please, read, re-read, re-read again those comments, and make sure to reorganize your project accordingly. You will see that at a certain point that project will be approved.
DON'T FORGET TO ASK SUPPORT FROM YOUR NATIONAL AGENCY
Your National Agencies have dedicated people, who are ready and willing to help and give support if you have doubts or questions on your project proposal and ideas. Make sure you use their support. They have all the intentions to help.
